Ukraine’s financial stabilization and recovery planning are expected to feature prominently in multilateral discussions, particularly to recalibrate funding mechanisms in light of an evolving security landscape. The meetings will run throughout the entire week.

Throughout the week, more classified military planning meetings are expected, convening senior officials from European capitals to outline the architecture of a “coalition of the willing” in the event of a ceasefire. These discussions are expected to address force posture, civilian-military coordination, and stabilization mandates in the Black Sea region. The outcome of these meetings will shape both the structure and legitimacy of any future peace enforcement mechanism.

The week concludes with the Black Sea Grain Conference 2025, a strategic gathering of agribusiness leaders, policy officials, and logistics providers. In addition to its commercial agenda, the conference will offer an informal platform for aligning Ukraine’s agricultural export priorities with regional stability and food security goals.

As control over grain corridors remains both a tactical and political issue in the context of ceasefire discussions, the outcomes of this conference could indirectly reinforce Ukraine’s bargaining position in parallel negotiations.
